The Former President's Woke Warning Overlooks Europe's Real Threat: Technological Stagnation.

The recent US security policy document offers a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "woke" policies pose an existential threat to European civilization. However, this perspective is based on a serious misreading of the reality. The actual challenge facing the EU is not societal but economic and technological lag.

A Glaring Growth Gap Between the US and Europe

Statistics paint a stark contrast. Between 2008 and 2023, US GDP grew by eighty-seven percent, compared to a mere 13.5% increase for the EU. Over this period, EU GDP per capita dropped from over three-quarters to just half of the US level. Strikingly, even Mississippi now has a higher per capita income than major EU nations like Italy and France.

Today, about 50% of the global 50 largest technology firms are American, while only four are from Europe.

The Technological Deficit: A Critical Question

This widening disparity is driven by stronger efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The scene of world technology dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have scaled into companies valued at more than $10bn, versus just 14 in Europe.

This disparity raises a pressing issue: As the competition for future industries like AI, semiconductors, and fusion energy, where does Europe positioned? Most analysts concede it is largely a contest between two involving the United States and China, with Europe entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

Several major reasons explain this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic system for financing new ventures. The EU has yet to establish a true capital markets union, which limits the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hamper Europe. A US startup can introduce a service under a single set of laws to access a market of hundreds of millions. The EU, despite a larger population size, is divided among 27 different national systems, creating significant internal barriers.
  • Cultural Attitudes: Views on risk-taking vary greatly. In parts of Europe, business failure was once viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has eroded its capacity for breakthrough innovation.

A Path Forward: Grounds for Hopefulness

In spite of these hurdles, there are causes for hope. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Key analyses on EU competitiveness and the single market point to the necessity of sweeping reforms.

Given appropriate policies and regulatory reforms, Europe's strengths might enable far greater degrees of business-led breakthroughs.

The continent still possesses significant strengths: skilled human capital, top-tier schools and universities, and premier research institutions. Coupled with a large internal market and high savings rates, these elements have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating next-generation tech, it can still significantly boost productivity by adopting and adapting advancements from elsewhere.

A Critical Juncture

Europe now stands at a critical moment. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, Europe's technological decline has been steady. But, without bold steps to address its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
