Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: positive announcements are delivered from various governments. Immense energy is devoted on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by up-to-date information. From witness perspectives, military aircraft that had been scrambled to counter approaching guided weapons streaked across the sky – modern combat jets provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a incoming threat. This was a sophisticated defense system at work, probably provided by allied countries. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: maybe the incoming missile won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun opened up on a drone close by, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on external assistance – a reliance that neighboring countries are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The detailed framework from Washington provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new proposal from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This trend will, certainly, persist.
Strategic Calculations
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is unfeasible to force Russia to abandon the land that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, Washington does minimal to deter Moscow, through words or deeds, from assuming that the situation will not change more in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a complete military breakdown until circumstances change in its favour.
Current Realities
Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all did their job.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
